Quick thought.  Make learning potions no drop, similar to tokens. 
Newbies tend to get spammed with gear and drop everything, I've lost my
learning potions a couple of times.  Also, I couldn't seem to find them on
the ground once I went back looking for them.  They're really helpful at
those low levels.
